Local governments are the cornerstones of local democracy: the administrative level closest to the citizens have communal-development and public-service-providing roles. The project aimed at developing local democracy through strengthening the experience exchange of Hungarian-Norwegian local government associations, the role of women in public life; the promotion of work-life balance; the support of the cooperation of local government and township offices through the public administrative reform; increasing the efficiency of local government interest-representation, the renewal of the system of professional dialogue between the state and the local governments. Our results that extended in many cases the indicators. We supported local governments with the aim to make better use of development sources, the attaining of this goal is proved by the many successful applications of Hungarian-Norwegian local governments. We further developed the Councilor Training Program, we developed a new method for the improvement of the cooperation of township and local government offices, cooperation was started in 101 townships in the framework of trainings. We trained local government leaders and experts to incite lifelong learning activities. Bilateral and national experience-exchange programs were undertaken to improve elderly care and the situation of villages. In total, 3626 people representing more than 700 organizations participated in trainings and experience-exchanges in the project. 10 study-trips to Norway took place and our Norwegian partners participated in every important project-events in Hungary.
